The tabs across the top allow you to choose a subset of servers: It will list all the available servers reported back to it by the Steam Master Server that match your filter settings. It could probably quickly answer a lot of the same questions and probably good for players who've played since beta.

It certainly helps new players get the basics at least. I quickly browsed through it and it's not too shabby. I haven't seen this thrown around the forums often, if at all.
